The U.S. Department of Health and Human Services, Office for Civil Rights (OCR) will provide updates on policy development, breach notification issues, and enforcement. Participants will gain knowledge about recurring compliance issues and learn best practices for HIPAA compliance.

Felicia Clay is an Investigator with the U.S. Dept. of Health & Human Services – Office for Civil Rights (OCR), Midwest Region – Chicago Office. While at OCR, Felicia has investigated violations of the Privacy, Security, and Breach Notification Rules of HIPAA, as well as allegations of discrimination in health care services. She has drafted resolution agreements and negotiated corrective action plans to ensure compliance with federal laws and healthcare regulations. She is a member of the Midwest Region’s Outreach Committee. Felicia is a graduate of Northwestern University School of Law and Macalester College.

Joe Rungren is an Investigator with the OCR. At OCR, Joe has investigated complaints alleging violations of the Privacy and Security Rules, as well as complaints alleging violations of Federal civil rights laws that prohibit discrimination in the delivery of health and human services. He’s also investigated breaches of unsecured protected health information. Joe joined OCR in 2017 and is a graduate of Loyola University Chicago School of Law.
